Introduction
ASPE is one of the first professional associations
established in
the field of economics in Russia. Its objective is to expand on its community
orientation in the regions of Russia to become an internationally recognized
facilitator of communication and scholarly exchange among scholars, students and
professionals studying and working in public economics.
Activities/Services
ASPE produces public and private services devised to develop
the quality of teaching, research and policy implementation in the public sector
in Russia. Our members form a network and are provided with an annual ASPE
international conference, research seminars and internet information facilities
regarding international scientific events. Working papers, submitted by members,
are published on the web-site. Discussion e-mail lists and forums as well as an
open data base with members personal information will be available soon. Texts
for public economics and research and teaching materials on the impact of reform
in Russia will be published next year with funding from the Open Society
Institute in Russia.
All ASPE resources and
activities are also open to non-members and constitute public services, which
were financed by Swedish International Development Agency (SIDA)
until 2002 and by the Open Society Institute (Soros
Foundation) from 2002 to
2004.
Members/Customers
Since the date of its establishment in June 2000, the
membership in Russia and CIS of ASPE has grown to nearly 100. Among the members are
university professors, students, researchers and professional economists. The membership also includes public sector
economists in European universities and graduate students from Russia studying
abroad. ASPE has also provided a forum for Russian and European government
officials to meet with and address the Russian community of public sector
economists, bringing closer attention to such critical policy issues as health
care, welfare reform, transparency, subsidy reduction, municipal government
creation, applications of public choice theory to Russian experience, and
regional government finance. Members of the Russian government and research
institutes take part in annual conferences and seminars.
